Daily Human Security Situation Summary –12.05.2009

460 Internally Displaced families from Vanni, who were accommodated in Pulmodai Muslim Maha Vidyalayam were transferred to a new welfare centre in Pulmodai. 25 youths who were arrested during a joint security and police search operation in Kaluwanchikudy were later released after inquiries. It is reported that four youths were injured in a clash with police personnel. According to the statistics of District Secretariat, there are 1,817 families including 6,872 individuals living in welfare centers in the Batticaloa district. The general security situation in Batticaloa is tightened due to the participation of the Eastern Province Chief Minister for a conference. According to the reports from Ampara, following the murder of Kalmunai residents in Sammanthurai, mistrust and suspicion has increased amongst the locals of both areas.

The international community has expressed their great concerns over the increasing numbers of civilian casualties in Sri Lanka. The United States has stated that they are worried about the ‘unacceptably high’ level of civilian casualties and has called on both the government and the LTTE to prevent civilian deaths. The British Foreign Secretary David Miliband had also expressed his concern over the vast devastation and has raised his doubts on whether Colombo is using the IMF loan appropriately. According to the MOD website the Government of the People's Republic of China has donated a sum of US$ one million to the Government of Sri Lanka as emergency relief assistance. Further the Ambassador of China; H. E. Yang Xiuping stated that her Government was impressed by the sincere commitment and the efforts of the Sri Lankan Government to do its utmost to assist the large number of civilians who have come over to the cleared areas. The website has also reported that the troops have captured the LTTE built earth bunt and entered in to the Wadduvakal this morning (12th of May). Meanwhile the SLA website has stated that there had been three suicide attacks inside the “New Safety Zone” in Karayanmullivaikkal. Massive search operations are being carried out by the troops in the northern battle field. They have recovered a large number of sophisticated weapons that were once belonging to the LTTE.

Daily Human Security Situation Summary –11.05.2009

Two persons were abducted in Muthur, Trincomalee district. Three media personnel from Britain were arrested by the police and were asked to leave the country for reporting news that were considered as tarnishing the image of Sri Lanka. Among the many violent incidents reported from the Batticaloa district, four youths have gone missing in Batticaloa Town. A farmer from Karaiyakkantivu has also been abducted by unknown persons. One person was injured during an accidental firing of the police in Kattankudy. The UNDP Country Director visited the Batticaloa district to monitor the ongoing situation in the district and the implementation of their projects. According to the reports from the Ampara district, a cattle breeder has gone missing in Mangalagama and his motor bike was found under a bridge located in between Natpiddimunai and Mangalagama. Following the protest of SLFP officials and the residents of Kalmunai against the abduction of the three youths from Kalmunai, they were released in the Nainakadu wooded area on the same day by the perpetrators.

The measures taken by the government to help the displaced civilians were reported in the media today. According to the records, arrangements have been made to send a batch of 200 psycho-social supporters to IDP welfare camps in Vavuniya and Mannar. The police have taken immediate steps to protect valuables such as jewellery and cash of IDPs under the instruction of the Defense Secretary, Gotabhaya Rajapaksa. Meanwhile, the SL Navy has destroyed two LTTE Sea Tiger boats and captured another two boats in a clash in Mullaitivu seas on the 9th and killed 14 sea tigers. Its is reported that the LTTE Military wing Spokesman Irasiah Ilanthirayan sustained serious injuries during fighting early on the 10th and has been confirmed dead today. The UN spokesman in Colombo, Gordon Weiss has stated that more than 100 children were among a large number of Tamil civilians killed in a weekend "bloodbath" in Sri Lanka. The LTTE has also called on the international community and UN Security Council to take as a 'matter of urgency' to prevent further ‘Tamil's massacres’ while rejecting the GoSL’s accusations of LTTE using heavy weapons to attack civilians. Attention of the Indian media has also focused on the Lankan issue. Sonia Gandhi in a election campaign in Tamil Nadu, promised to work to secure equal status and equal rights of the Tamils in Sri Lanka.

It is reported that following the Killing of two Tamils in Muthur, there is tension amongst the Sinhalese and Tamils living in the bordering areas of Muthur and Seruwila and this in turn is affecting their day to day activities. A protest demonstration was conducted in Kattankudy by media personnel condemning the attack on the Muslim journalist in Kattankudy on 01st of April. Thirteen (13) LTTE cadres including a leader and 2 women cadres were killed in an attack by the STF while they were trying to cross the wooded area in Panama, Ampara district. Following
this event search operations conducted in the area revealed a number of arms and ammunitions. According to the reports from Mannar District, the frequency of search operations was increased by the security forces. Two injured Internally Displaced youths were arrested during a search operation that was conducted at the Mannar General Hospital by police. The Sri Lankan Navy has arrested 25 Indian fishermen, who were fishing in the Thalai
Mannar Sea, and they are still in custody.

Addressing the media at the Presidential Secretariat, Disaster Management and Human Rights Minister Mahinda Samarasinghe has stated that the Government has made plans to provide telecommunication facilities to welfare camps and villages in Vavuniya within 48 hours. According to the government media, many civilians have crossed over to government areas even today. Meanwhile, Bharatiya Janata Party national secretary S. Thirunavukarasar has accused the United Progressive Government at the Centre and the State of failing to protect the lives of the
innocent Sri Lankan Tamils. As Ministry of Defense says, SLA has destroyed the last stronghold of the LTTE in Puthukkudiyiruppu general area having terrible confrontations. Media today reported of an assault on a media person in Kribathgoda while he was covering a protest demonstration.
